why ball pitching outside leg stump is not out it can hit wicket if it spin or swing in leg side

Well yes good question this basically depends on the bowler if the ball is thrown at a big gap from the wicket line then there is more chance of ball going to different direction other than the wicket and its thats y its not a wicket giving chance for bowlers

simple words, it is easy for a bowler to hit the batsman's pad by pitching it outside leg-stump. Moreover, bowling outside off-stump allows the batsman to use his bat first then the leg. According to rule of Icc if you are bowling round the wicket and ball pitches outside leg, batsman will not be given LBW.
