A base is required (OH~) in the ammonolysis reaction to abstract proton from the ammonium salt and form amine.
RX + NH3 : - RNH3X~: -RNH2.

Ammonolysis of alkyl halides occurs as following -
R-X + NH3 --> R-NH2 + HX
For this reaction to occur, ammonium ion (NH4+) is to be converted to ammonia (NH3).
To deprotonate NH4+ to NH3, small amount of base is added to reactants.
NH4+ + OH- --> NH3 + H2O
