Why benzylchloride is hydrolysed more rapidly than dichlorobenzene?

in benzyl chloride it is single bond character between c-cl bond so it is easy to break and do hydrolysis ..but in dichlorobezene, chlorine atom have delocalised lone pair so, the conjugate double bond ring of benzene add a double bond character to the C-Cl bond of dichlorobenzene which makes the bond shorter and stronger.so the hydrolysis becomw tough...
