The oxidation state of Bi in Bi2O5 is +5 while oxidation state +3 is more stable for Bi. As a result, Bi will show a strong tendency to change into the +3 from +5. Therefore, it will act as good oxidizing agent. Due to inert pair effect, the stability of +5 state decreases and +3 state increases as we move down the group in the periodic table.
