Let's compare the oxidation state of both the compounds..
BiCl3 ----> Oxidation state +3
BiCl5----> Oxidation state +5
Bismuth element is more stable if its oxidation state is +3.
But why the oxidation state + 3 more stable for Bi?
This is due to the ns² electrons.The ns² electron immediately and readily bonds with compound of oxidation state +3 ,( forms stable compound)
And as we know BiCl3 has oxidation state +3, so BiCl3 is more stable.
