why bile is not considered as a digestive enzyme?

Liver secretes bile juice.It has pigments called Bilirubin,Biliverdin in it. They help in the emulsification of fats.It has no enzymes.So,it is treated as a digestive juice but not as a digestive enzyme.

Bile is not considered as a digestive enzyme because it doesn't break down any complex food to simple substance but it emulsifies fat and makes easy for other enzymes by transforming as like lipids into droplets on which other enzymes can act easily.So,bile is not considered as a digestive enzyme
