Answer:

The copper in electrical wires is a great conductor. Birds are not good conductors. That's one reason they don't get shocked when they sit on electrical wires. The energy bypasses the birds and keeps flowing along the wire instead.

CASE 1 : when there is no electricity in the wire

Obviously, if there is no current electricity flowing through the wire, then there will be no current flow through the and thus the bird will not get the shock.

CASE 2 : when there is current flowing through the wire

While, the current is flowing through the wire and the wire is not insulated, then too a bird should not get shock because of the legs of the bird which don't conduct electricity.
