Why bleaching powder
a) smells strongly of chlorine
b) not dissolves in water

a) this is because bleaching powder is react with carbon dioxide in the atmosphere to produce calcium carbonate and chlorine
b) It is not completely dissolved in water as it is composed heavy calcium salts which are insoluble in water it does not complete soluble due to presence of lime
