It is not completely soluble in water as it composed of heavy calcium salts, which are known to be insoluble in water. Bleaching powder is a mixed salt of calcium. It does not dissolve completely in water due to the presence of lime in it.

CaOcl2 is bleaching powder in do not dissolve in hot water because it is its property it can only be dissolved in cold water
