Boiling occurs when the temperature of the liquid is greater than the boiling point of the substance. Evaporation can occur at any temperature. It occurs as long as the substance remains liquid at a particular temperature.

Because, while any liquid is boiling than its temperature is very high and it can gibe seveiar burning effect.
Another reason for this it is stage where liqiud starts to become a gas and the particles of gas have maximum space between them.
Evaporation is slow process in which liquid convert into gas and in this process we are not supplying any heat to this thats why it does not give any seveir burning effect.
