Whilst nitrogen has four electron domains (which have a tetrahedral geometry) it can only form three bonds. The lone pair takes up more space than bonding electrons (imagine the nonbonding electrons as being more 'puffed out' than their bonding counterparts) which exerts a repulsion force on the bonds.
