Because the equation is between modulus. Modulus = | |

If u have a number between modulus, its always positive.

|5| = 5

|-5| = 5

But if u have an equation between modulus then the right side is taken both positive and negative.

|x+5| = 2, -2

In both side positive as well as negative sign to taken to prove when +12 is taken ,and 3 is shifted in either sides it becomes 15 which is our first proof when -12 is taken and-12 is shifted on either side it becomes +9 which is our second proof.
