1909 essay means before the world wars. Britain fall down, all the British empire was dominated and defeated, that means there were other powers superior to it and British empire no more dominate anywhere around and slowly losing power and leaving for home.

India was tired of the wars, and therefore never again took part in major conflicts of the world, only protecting their borders and fighting few wars with neighbors. This neutral behavior is terrible because if a country is insecure and worried about getting dominated in wars, they keep building new technologies and expanding army and economy tremendously, just like America, Russia and China. India was more of neutral all the time and trying to ease all the tension building with other nations and further trying to strengthening relations and collaborating with them.

Talking about British either, I don’t see any major controversy or cold war after the world war 2.

So according to me, war or fear of war make a country progress overall and create an image of major dominator. That was not a policy of India or Britain after world wars.
