light rays before striking the air bubbles have to travel through water.these light rays which strike the air bubbles at angles greater than critical angle for water air surface are totally reflected and it is because of these reflected rays that the air bubbles appear silvery

The critical angle for water air- interface is 48 degree. When the light propagating in water (denser medium) is an incident on the surface of the air bubble (rarer medium) at an angle greater than 48 degree, total internal reflection take place .Hence, the air for their bubble in water shines brightly.
