It is physical because it can be lited again...

and chemical because new substance will be formed after melting of candle

Burning of candle is referred to as both chemical and physical change as in chemical change the candle is burnt leaving wax as a residue which can be re-shapen and litted again which will be a physical change.

Another example where both physical and chemical changes takes place is breaking a chocolate. Melting chocolate will be a physical change whereas reshaping it into a form of chocolate will be a chemical change.
