why c+4 does not exist but pb+4 exist​

Due to increase in size down the group and decrease in ionization potential

Explanation:

C+4 does not exist but Pb+4 exist because ​the atomic size increases as we go down the group. With the increase in size the ionization potential decreases. the ionization potential decrease due to the shielding effect of inner electrons.
