When water is added to baking powder, then baking powder produces carbon dioxide bubbles which rise up and make the cake puffy. Not only baking powder can be used but yeast as well which also makes the dough rise .

when we add baking soda the reaction was held there and the co2 gas was release and and bubbles are made and hence cake become puffy
