Actually electricity does flow in an open circuit!
Take a copper wire for an example. We somehow create a magnetic field (E1) in that wire. So, a current begins to flow with a current density, J=E1/p in the same direction as E1. Let us suppose, the flow of current due to E1 is from left to right. So, positive charges are accumulating on the right end of the wire, and negetive charges are accumulating on the left! i.e a potential difference is created inside the wire. Now, this positive and negetive ends itself creates another electric field E2 in the opposite direction of E1(i.e from right to left), as you know current flows from high potential (+ve) to low potential (-ve). After some time(infact a very small fraction of a second)this E2 will be equal to E1. Thus the resultant electric field inside the conductor is going to be zero. So, J=0, and the current stops flowing! So, current does flow in an open circuit, maybe for a split second.
