Why can Estonia, Fiji and Saudi Arabia not be called democratic countries ? Are their reasons

One of the most important features of democracy is that each adult citizen must have one vote and each vote must have one value irrespective of caste, creed, religion or gender. But,

In Saudi Arabia, women are not allowed to vote.
In Estonia, the Russian minority finds it very difficult to be allowed to vote.
In Fiji, the vote of a Fijian has more value than that of an Indian-Fijian. 

Hence, these countries cannot be called democratic countries.
