Why can Fiji can not be called as democratic country?

No. Currently Fiji is governed by a care-taker interim military based government. It is now called The Republic of the Fiji Islands starting from the point when the President of Fiji abrogate and wipe the 1997 Fiji Constitution out. The PER- Public Emergency Regulation keeps people away and to stop them practising their freedom of assembly, speech and communication. Fiji is a Republic not a Democratic country.

Fiji is a democratic country. But during the elections dirty tricks and mal practises are performed the prime minister of president are not elected directly by the people hence these countries are not truly a democratic country....
