why can not metals iodine, fluorine, bromine, chlorine in decreasing order of their reactivity

In modern periodic table, the elements are arranged in the order of their increasing atomic number. Iodine has a atomic no. of 53. Flourine has a atomic no. if 9. Bromine has a atomic number 35 and chlorine has atomic no. 17. Therefore, the above elements are nit arranged in the order of their decreasing order.

These atomic no. are different.
