Robert mugabe was the leader of the party named ZANU-PF in Zimbabwe.his rule is not be called a democratic rule in the country because of the following reasons:-

1)the government has changed the constitution several times to increase the power of the president and make him less accountable.

2)public protest and demonstration against the government was declared illegal.

3) the media was not independent. the generalist were harassed by the government if they go against it.

4) the judicial system was not independent.the government has ignored some judgements that went against state and has pressurised judges.

the state should respect some basic rights of the citizens they should be free to think to have opinions, to express this in public ,to form association, to protect and take other political actions. thesethese rights must be protected by an independent judiciary whose orders are over by everyone and this was not in the case of Zimbabwe.

hope this helps you
