Non conducting material causes difficulty in charging therefore not charged easily on rubbing.

Non-conducting material's valency electrons are strongly bonded with the nucleus.
That's why a high amount of energy is necessary to detach those electrons . ( Electron detachment is necessary because only the electron will conduct the electricity)
For this reason excessive amount of rubbing is necessary for bringing the static charge in the non-conducting substances.
