The Steel spoon cannot be charged easily by rubbing. because it is a metal.so that is why Charges do not build on the surface of the metals. because they pass easily through them as metals are conductors.so here we can say that is why the Steel spoon will not be charged during the rubbing.

A steel spoon cannot be charged by rubbing because it is a metal and usually you need materials which are insulators to store the electrical charge. Rubbing means that you transfer electrons from one material to another. These electrons are then stored on one material making other positive. If a material is an insulator, then electrons cannot flow through it and get stuck with in it. But in case of metals as steel, electrons flow easily through it. Thus, they move back to material easily from which they are coming. Thus no charge can be produced on steel by rubbing.
