Why can’t he play football or shape a snowman?

Snow man is completely made up of snow. So if wants to play football with the snowman he cannot play as the snow man will be collapsed once he hit the snowman with the football. He could not have rather played anything with the snowman.
If you mean play with someone whose shape is somewhat like a snowman then your question is incomplete.

A football made with snow cannot be played with because snow will melt eventually and the ball will cease to exist.
That kind of a ball will not be flexible enough to be moved with the legs as happens in case of playing football.
So it is absolutely impossible to kick a football made with snow or simply play with it.
