It is because the HIV (virus) has ssRNA (2),

as we know that RNA evolve at a much faster rate than DNA , if we attempt to make a medicine or antibiotic ,it has no significant effect ,as it does not respond to such medications.

Prevention is better than cure. (in have of AIDS)
