Beacuse of the following reasons :

1) Democracy asks for people's opinion without forcing them, but in Mexico people are forced to vote.

2) Democracy says everybody can have their representatives (if they are classified for it i.e proper mental health, age etc.) but in Mexico only one party can held elections.

3) Democracy says there is an equal chance of government's faliure if they didn't worked properly but Mexico there is no chance of faliure of PRI.

4) In a democratic country media is free to show news against and in favour of government but in Mexico media ignores the bad works of PRI and it only shows points against opposition.

5) In democracy there is a fair way to win election but in Mexico the government use dirty tricks to win elections.
sometimes polling booths were shifted in last moments.

and these are the reasons why it isn't a democratic country despite hoding regular elections.

Mexico is not regarded as a democratic country despite of holding regular elections because the ruling party i.e. pri , uses dirty trucks to win elections as govt school teachers forced students' parents to give vote to pri
media regularly criticised the opposition parties etc
there were elections but they were not free and fair so we cannot call Mexico a democratic nation
hope this helps
