Why can't paddy be grown in winter season??

Paddy cannot be grown in winter season because it needs substantial amount of water to grow.

Paddy requires substantial amount of water during cultivation and irrigation processes.  Paddy is grown during the monsoon season as a kharif crop.  For other seasons around the year,  other crops or vegetables are grown.
Paddy requires around 2000 to 5000 liters or water for 1 kg production..

same is the case for wheat too...  around 500 to 2000 liters of water for 1 kg.
