Why can't the copper rod be easily charged by friction, whereas plastic and balloon being poor conductors of electricity can be easily charged by friction.... Explanation needed please answer...

this is because materials such as plastic and balloons are able to get charged by friction even though they are poor conductors because they acquire static charge on their surface.Rubbing allows free flow of electrons on the surface.The power of static charge buildup varies heavily from material to material this is why copper rods do not get chardes while rubber , balloons etc get charged easily
