Why can't we depend on tidal,wave,ocean thermal energy as our potential source of energy

The energy potential from the sea is very large but its large scale production is difficult at this moment.
In case of tidal energy,
there are very few sites in the world where tidal dams can be built.Even the rise and fall of sea waves during the tides is not enough to generate electricity at large scale.
In case of Wave energy, it will take many years to build full size wave energy generators to harness sea wave energy on large scale. Again location is a problem, sea wave energy can only be harnessed at those places where waves are strong.
In case of ocean thermal energy, large scale exploitation is difficult at this moment.
