Why can't we observe chromosomes during the non dividing state of cell?

Chromosome is the highly condensed structure of the DNA,up to 10,000 folds. In this form the DNA is not free for replication or transcription as DNA binding protein and other factors responsible to initiate transcription are unable to bind. When the cell is in resting phase i.e. not dividing,then the cell is performing its functions in which there is continuous need of transcribing proteins and enzymes.
