why can't we simply write + H2O instead or writing it above the arrow???​

Answer:

Actually,we mention the conditions of chemical reaction,by writing it,above the arrow. It means here, in the given two chemical reactions, the reactants can dissociate into the given cations and anions only in the presence of water. (which makes it a condition for chemical reaction).

(Acids and bases can dissociate into respective cations and anions only when they are dissolved in water).

Also, the above two reactions take place when the reactants are simply diluted in small amount of water,making it less efficient to be included completely as a reactant.
