Why can't we use water to extuingsj fires caused by coal and petroleum?

because when we put water on a fire which is caused by coal or petroleum, water floats on the top. In this way water is not able to extinguish fire caused by coal or petroleum.........

Answer:

because the fire is caused mainly due to oil leakages. If we use water, then oil won't mix with water and settle down at bottom.

in case of coal seam fire, it is very difficult to put off and need lot of pressure and they are uncontrollable.
