It cannot be called a true democracy, because since 1930, when Zimbabwe became independent from the white minority rule, it was being rules by a certain party called the “ZANU-PF”, The party which made it so that there was independence. Although Robert Mugsbe was a popular leader, the government can still be non-democratic and popular leaders can be autocrats.

(An autocrat is someone who fully controls the country, no listening to others, no democracy).
