why cannot an atom having 9 protons said to as neutral charged because +9 of protons and -9 of electrons will cancel each other like this +9-9=0 which means the atom has no charge

Every atom is electrically Neutral, But is not stable !
Even in this case the atom is neutral, We simply don't say it as neutral, But we say it as Electrically Neutral !
There is a lot of difference between Neutrality and Stability,
I think you meant for stability, But as the question is about Neutrality,
