The answer is really simple.
What kinda crop is Paddy?
It's a kharif crop. So it's best suited to grow in summer season or rainy season.
So we cannot grow Paddy in winter season.
The two factor affecting here it's growth are:
1) Climatic condition and
2) Requirement of water.

paddy cannot be grown in winter because paddy is a crop that requires lot of water which is merely available in monsoon/ rainy season.
(paddy can be justified to be a kharif crop i.e. crop grown in monsoon)
yeah, you can grow paddy if you water regularly and the soil is moisturised; clayey soil is mostly preferred for paddy and during winter it gets hardened due to high temp so watering it regularly won't help as you should use water sprinklers every time and i'm sure the equipment costs more than the little patch of paddy field. growing large fields of them is quite not possible as we can't provide large amounts of water.
