Water is not always used fire extinguisher because water can't able to cut the supply of oxygen to fire. If oxygen supply is more then the fire will burn nicely.

So, Co2 extinguisher is used. This forms a blanket like surrounding in the fire and cut the supply of oxygen.

If the fire is caught in any metal items then also water is not used because the person who is using water will be electrocuted and leads to death.
