Pakistan Under Pervez Musharraf should Not Be Called A Democracy because:
*Firstly Pervez overthrew the former democratically elected government to establish his military rule. Under him Pakistan experienced military dictatorship.

*Pervez used unfair means during the referendum held in 2002

*He introduced the Legal Framework Order in August 2002 which reformed the constitution of Pakistan...The president could easily dismiss the national or provincial assemblies, which play an important part in a democracy...

*He received an extension of 5 years and wanted to rule as long as he could...

*People were elected and the process of election was held....But elected representatives did not have the ultimate power to make decisions...The main authority rested with the army-rulers itself...

So these are some of the reasons that proove that Pakistan under Pervez Musharraf shouldn't be called a democracy
