why cannot we depend only on rains for irrigation in our country

We cannot depend only on rain for irrigation in our country as the rains are uncertain.The amount and the time of rains changes every year. Sometimes there may be excess of rain and sometimes there may be very less or no rain at all.So we cannot depend on this uncertain rains as the crops may get damaged due to excess or less rain.
