Why cannot we use a copper wire for making an electric fuse ?

we can not use a copper wire for making electric fuse because electric circuit is made up of copper wire .
if we use copper wire the current will pass through the copper wire without breaking
if high voltage occurs the fuse will not melt and circuit will not break .so home appliances will be damaged.
