Why cant we call pakistan a democratic country under pervez Musharraf

After passing the law of "Legal Framework Order", it amended the constitution of Pakistan. Elections were held to the national and provincial assemblies. So Pakistan has had elections, elected representatives have some power. But the final power rests with the military officers and general Musharaff himself. Many representatives were also not elected by the people thats why Pakistan under general Musharaff can't be called a democratic republic
