Why cant we see infrared rays while most of the animals can?

bcz animals have maximum cone cell where as human beings have minimum cones cells

We cannot preclude such possibilities but it is not reasonable to assume they exist as a visual sense in any living from on earth. Radio waves/microwaves etc. have too large of a wavelength to resolve an image while X rays and gamma rays are too rare in natural environment to provide any benefit that would encourage an evolutionary step of sensing such signals.
