carbon has 4 as its valency, to attend noble gas configuration, it needs to gain or lose 4 electrons so that it would form ionic compound as ions are formed by either losing or by gaining electrons..

there are 4 electrons in the outermost shell and 6 protons in its nucleus.

1. Carbon is very small in size. if it gain 4 electrons, the magnitude of electron-electron repulsion would be very large and the resulting ion would be very unstable.

2. if it loses 4 electrons it would require lot of energy to lose 4 electrons due to strong attraction between the nucleus and the valence electrons. Every subsequent removal of electron will increase the attraction between the nucleus and the valence electrons, with the result that it would become extremely difficult to remove the 4th electron from C3+ ion in order to form C4+ ion.

and thus carbon does not form ionic compounds.
