Carbon is a non-metal because it have properties of non-metal rather than metal. Carbon is

☆Non-malleable

☆Non-sonorous

☆Non-ductile

☆Non-lustrous (except diamond )

☆Not a conductor of heat and electricity. ....etcetera.

Its valency doesn't matter but it's properties does and it has properties of non-metal . Therefore it is a non-metal.

The products of carbon (like diamond) are also non-metal.
