Carbon Silicon are not affected by water because of tetravalency.

Carbon,Silicon,Germanium belongs to same group that is group 14 and have for electrons in the outermost orbit. So, to react with group 14 elements you must give tremendous amount of energy to either lose or gain electron to react which is not possible. At that high energy level water vapourise.
