Why Carolus Linnaeus considered floral characters to be superior to vegetative characters for his artificial system of classification?

He considered floral characters as superior because they don't change according to environment or seasons for example no. of petals, stamen etc... whereas vegetative characters like leaf color changes according to environment hence it creates problem for classification.
