Cations are have a deficit in the number of their electrons. This reduces the interelectronic repulsions in the atom and the subsequent increase of the nuclear charge, therefore the nucleus pulls the electrons more easily towards the centre.
In anions the addition of electrons increases the interelectronic repulsions and causes the size of the atom to increase
