You are unclear
CBSE conducts only JEE Mains Exam.
The main exam to enter into IIT That is, JEE Advanced is conducted by Respective departments of particular IIT.
JEE Mains is conducted by CBSE in all year till now.
JEE Advanced is conducted by Respective IITs.
=>
For Example :
This year 2018 JEE Advanced
will be conducted by IIT Kanpur.
2017 : IIT Madras
2016 : IIT Guwahati
2015 : IIT Bombay.
like this way Different IITs conduct exam of JEE advanced.
Now, to the question :
Q : Why CBSE conducts JEE Mains?
Reason:
=> CBSE. contains syllabus of NCERT , which is authorised by the MHRD department of India.
=> Government has given permission to CBSE to conduct JEE Mains.
As CBSE is directly related to Procedures which Government or specially MHRD provides.
=> But, when Comes to State Boards or ICSE which are only related to state government, they are not working with the sole aim of Central Goverment :
=>
Like: Books of many states even don't follow NCERT prescribed books
If they will not follow, these books ,then directly they will ask questions which only their state children were taught.
=> But,This does not happens in CBSE.
They, work directly under central Government.
Even the paper of JEE Mains is made by authorities of Central Government That is CBSE.
=> We know that, Central Government has more powers and if it will conducts exam then there will be more safety and security of paper getting leaked unlike we see many times
State Engineering exams are leaked now and then, and no proper action is taken in reasonable time.
But, CBSE that has pressure directly from Central government to take their decisions fast in these type of situations.
That's Why MHRD allowed CBSE to conduct JEE Mains that is responsible for Engineering
Entrances in India in NITs, GFTI,s MNITs etc.
But. JEE Advanced is responsible for Admission in IIT.
