Why ccl4 is not a electron deficient as BF3 is?

Hey.
In CCl4 carbon has its octet complete ( 4 electrons of its own and rest 4 shared by four Cl atoms) so it is not deficient.
But in BF3 B has its sixtet complete ( 3 electrons of its own and 3 shared by F) so its in need of electrons to complete its octet.
That's why it's electrons deficient.
Also note that the "electrons of its own" we're considering refers to the electrons in outermost shell not the total electrons present in the atom.
