why central maharashtra receive scanty rainfall?

It happens because of the hill which are running parallel to the State of Maharashtra

Central Maharashtra receives lesser rainfall than west Maharashtra. 

This is because it is located on the leeward side of Western Ghats. 

Monsoon Winds usher in the Indian subcontinent and strikes the Western Ghats.

This obstructs their flow and hence the windward side gets the normal rainfall. 

As the winds cross the Western Ghats area, it gets drier and therefore central Maharashtra receives scanty rainfall.
